Seashore plundered
DECEMBER 31st, 2003

New-dug soil has just been dumped 100
meters into Prey Treng seashore
and beach at Sihanoukville
A Local Company Fills Up Sihanoukville Seashore - About twenty dump trucks are driving in and out two days and nights now to fill up Prey Treng seashore of Sihanoukville without any objection from the local authorities. Sihanoukville's Koh Santepheap Daily correspondent investigates and took pictures from the distance as no one —even provincial officials— dare to approach the working site, where the new portion of land filled is, so far, 100 meters into the shore, located in Sangkat 1 Center, Mittapheap district of the coastal city. It is secretly said that powerful nicknamed Yeay Phu's Pheapimex Co, Ltd., is responsible for the seashore destruction. Article 58 of Chapter 5 of the Constitution stipulates that underground land, mountains, seas, seafloors, airspace, islands, rivers, creeks, lakes, forests, natural resources, eco-cultural centers, National Defense Grounds, and other state buildings belong to the nation. (...)

Sihanoukville is considered as the heart of Cambodia's tourism with its coastal beauty, and seven white-sand beaches —O'treh Beach, O'chheuteal Beach, Ekareach Beach, Sokha Beach, Lumhehkay Beach, Molob Chrey Beach and Prey Treng Beach. But the beaches now are under destruction from the rich and powerful people everyday. The beaches got shrank everyday, the beauties were stolen and the environment has been polluted due to many illegal restaurants and huts which have been constructed.

Koh Santepheap : China Builds a Five-Story Building For Preah Keth Mealea Hospital - Minister of National Defense, Tea Banh, and Chinese Ambassador Tuesday laid the cornerstone as a commencement sign of the construction of a Preah Keth Mealea Hospital Building funded by Chinese Defense Ministry. The Chinese Defense Ministry funded $1.93 million to construct a new five-story building, said Dr. Kao Try, director of Preah Keth Mealea Hospital. Thai senior officials told border-
crossing police not to allow Thai
people to enter Cambodian Casinos
Koh Santepheap : Thai Prime Minister Warns Thais of Entering Cambodian Casinos - "Any Thai government official, who enters to gamble in Cambodia, will be fired, with pay cut and no pension," said Thai Prime Minister Thaksin Shinawatra. "It is our government policy to encourage my people to spend their holiday together in Thailand," Thaksin told Deutsche Press Agent Tuesday. “If government officials were arrested over crossing the border for game during holiday, they will face consequences -- dismissal or pay cut” said Thaksin, quoted by Bangkok Post Monday. At Poipet border crossing, Thai police installed a digital camera to check everyone who cross the border. “They will have their ID cards checked and be strictly controlled and pictured by camera video,” he said. But on December 31, 2003, Thai gamblers are being seen crossing the border in Aranyaprathet of Srah Keow province into Cambodian Poipet Casinos, said Thai Rath newspaper issued Thursday. Thai authorities, however, checked gamblers’ passports and ID cards strictly when they go into the Casinos, said the Thai language newspaper.

THE DEGAR ARE BEING REPRESSED

Transnational Radical Party : Vietnam - Kok Ksor requests Pope's intervention
against the repression of the Degar people in Vietnam
Spartanburg, 4 December - In an open letter to Giovanni Paolo II, Kok Ksor, who rejects the Vietnamese accusations regarding presumed claims to independence, points out that despite the resolution of the European Parliament last November and the pronouncement of the Observatory on Human Rights, the Central High Plains of Vietnam remain under martial law, and that assassinations, torture, arbitrary arrests and forced sterilisation of women continue. The refugee camps in Cambodia have been closed since 2002, and as Son Chhay (Cambodian Member of Parliament registered in the Transnational Radical Party) has pointed out, the Vietnamese government offers the Cambodian authorities a reward of 66 dollars for the consignment of every refugee. Kok Ksor trusts in the intervention of the highest Christian authorities to urge the Hanoi government to respect the recommendations of the UN Committee on Human Rights, for the suspension of rewards on refugees in Cambodia, and for the freedom of action of the UN High Commission for Refugees in Cambodia. Finally, Kok Ksor asks that next Christmas the Pope gives the blessing in the Degar language - Hok Moak Hrue No-el.
