: There have been at least 200 Oknhas (high-ranking title
offered to rich and honorable individuals by King Norodom Sihanouk) in
Cambodia, according to a record at the Royal Palace and the Cabinet of
the Council of Ministers. “It is good to have more Oknhas because they
contribute their values to the government for the development of Cambodia,”
said an official at the palace who refused to give the list of all Okhnas
in the country. He gave only the figure. The palace official, who asked
not to be named, said an individual must contribute at least $100,000
to get the high-honorable title signed by the King in a royal
appointment decree. Most of the individuals, who were offered the titles,
are presidents of private companies and senior officials in the government,
the National Assembly, the Senate and the military. Only Cambodian citizens
are eligible to hold the titles.
